Small Business IT Services/Solutions
Federal IT challenges are solved everyday with CIO-SP3 Small Business, a Government-Wide Acquisition Contract (GWAC) oﬀering emerging technology, solutions and services. CIO-SP3 Small Business features a wide variety of leading small business innovators and can be used by any federal, civilian or DoD agency to fulfill IT requirements and socioeconomic goals. The contract is a ten (10) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a $20 billion ceiling, multiple contract types and the ability to award in modular increments and incorporate performance-based features. CIO-SP3 Small Business oﬀers streamlined ordering and processes that save agencies time, money and resources.
The contract is intended to provide information technology (IT) solutions and services as defined in FAR 2.101(b) and further clarified in the Clinger-Cohen Act of 1996. These IT solutions and services include health and biomedical-related IT services to meet scientific, health, administrative, operational, managerial, and information management requirements. The contract also contains general IT services partly because medical systems are increasingly integrated within a broader IT architecture, requiring a systems approach to their implementation and a sound infrastructure for their operation.

All federal agencies, including the Department of Defense are eligible to use the contact to acquire Information Technology products, services, and solutions. Karna LLC a Celerian Group Company is an “OTSB” (Other than Small Business) prime contractor through acquisition in 2018. As part of the Celerian Group (hyperlink), Karna is an affiliate with access to broad capabilities across federal healthcare and technology. OTSB primes are eligible to propose and win business under the CIOSP3SB vehicle as long as the requirement is not set-aside for small business.
